One who owns, controls, maintains or manages property must undertake efforts to make sure the property is safe for users of the property. If not, and someone gets hurt, then the person/business that did not do their job is responsible for all the harm caused. Sometimes injuries result from dangerous substances being left on a floor (hard to see salad dressing on a restaurant floor) or misleveled flooring, poorly designed structures or improperly secured construction sites. The government is also required by law to make sure its sidewalks are safe. There are statutes that require all apartment owners to make sure that certain minimum safety requirements are met. For example, all apartments must have working window locks and locking doors. This is because the law recognizes that there are bad elements of society that will try and take advantage of others. That is why working window and door locks are required.
